While there is no rule that RAW files can never be given to clients, they aren’t sent usually due to several reasons. One of the main reasons though is because the RAW files are a sort of digital negatives to a photographer and therefore proof that he/she took the image.

Should I shoot in JPEG or RAW?

The RAW format is ideal if you are shooting with the intent of editing the images later. Shots where you are trying to capture a lot of detail or color, and images where you want to tweak light and shadow, should be shot in RAW.
